Hawaii’s state DLNR through its Division of Boating and Ocean Recreation (DOBOR) is responsible for the management and maintenance of the small boat harbors of Hawaii. Also, within DLNR, the Division of Conservation and Resource Enforcement (DOCARE) is responsible for law enforcement within the state harbors.
